The correct way to do it is to set "IPAddress" property to "0.0.0.0" and "EnableDHCP" to 1. If you leave "IPAddress" empty and set "EnableDHCP" to 1, something goes wrong in IP stack configuration, that "netsh int ip reset" will fix .. but what exactly it fixes, I have no idea.
